Non-Parity of the UDRP?

A man was the respondent in two cases he says are similar, after he registered the name of chemical companies to criticize them. He won the biocrystpharmaceuticals.com case, but lost in eastman-chemical.com. To him, "this goes to prove that the UDRP is not working!"... but experience in trademark disputes shows that we can have opposite rulings in similar cases - without always understanding why.
